Why were holes drilled in my window frames?

    I noticed three holes drilled in a row in some of our pvc window frames. They are less than a quarter of the way from both sides in the bottom section of the frames where they are present. They are outside.

    Any ideas what they were for? They were done quite precisely. Ruled pencil marks are visible to mark where to put them.

    I noticed them while sealing the window frames. They were mainly unsealed, especially inside. Should I seal the holes? I could just tape over them.

    They're drainage holes I think. Dunno why they are in some and not all the frames though. Should they be put in the other windows?

    Also called weep holes for internal condensation.
    Usually white caps over them plugged into one of the holes.
