Hi my partner and our neighbour own there house and my partner wants to build a wall but neighbour says no. Can we build the wall or do we need planning permission. There is a fence between the houses but keeps getting knocked down in bad weather

Build the wall on your side paying attention to foundations.
Max height is 2m to the rear without planning or 1.2m to the front.

Weird neighbour not letting you do this down the centre line, especially that you are bearing all the costs here.
