Curious about an old idea / saying

    Just wondering is this "bar talk" true or false.


    If I say "Paddy is dishonest, a liar or whatever", I assume that is actionable.


    But if I say " I THINK, or have reason to believe, Paddy is dishonest, a liar, or whatever" this is not actionable.


    Just an old argument I am curious about.

    No, it's still actionable. The innuendo is that there is some good reason for thinking this - i.e. that the reason you think he is a liar is that he is, in fact, a liar.
