Housing Estate Water supply connected to Industrial Estate - How to transfer to Irish

Our estate in Slane was built in 2007 close to an Industrial Estate which our water was hooked up to.  The developer isn't around anymore and towards the end of the build, the writing was on the wall with the economy so corners were certainly cut and the formal transfer of water to Meath CC never happened, amongst other things.  Currently each house pays 100EU towards the running of the pumping station at the Industrial Estate - it's a small contribution towards the maintenance that the owner there never expected to share as that was never part of the original agreement.

MCC took charge of the roads, lighting, draining and the management company have a letter to that effect but despite repeated efforts over the years to have either Irish Water or MCC take this over we keep getting told that they're not responsible and shifting responsibility from one to the other.
We've written countless letters and have heard nothing back and now the industrial estate is threatening to cut the water supply off as most home owners are not paying.

Does anyone know how we go about transferring the management of the estate to Irish Water?
