If you can access the playstore from the tv then install an app called "Total Commander - file manager". It comes with free cloud storage. So all you need to install total commander on your phone as well. Download the apk file you want to sideload on the mobile-first and put it in a cloud folder in Total commander. Use the same username on the tv, log-in and the apk downloaded on the phone will appear here, simply open it to install on the Tv. Hope that helps.

HiSense TVs run an OS called Roku OS.
It's not Android based and you can't sideload apps like Android OS, TVs.

Will they run most movie files off a usb stick without any extra work ?

They should play fine as long as the movie file is a common video format like .mp4 .mov
