I have an android phone that won’t turn on it I was told there is a way to remove the picture that have sentimental value the man in the phone shop wanted over 100 euro I have a laptop and I’m wondering would anyone have a step by step guy to do it please and put the pictures on a stick

if it won't turn on you're out of options really.

if you were using google photos with backup on then there maybe a copy in the cloud (that's why you should have this set to on)

log in to google on your laptop with same account as phone and go to

https://photos.google.com/u/0/albums
