    almost all of these will be VAT qualifying.

    as it says "many of which are former hire and ex-lease vehicles." As such the Companies that own them will have claimed back the VAT they paid on purchase through their accounts and if they sell the car for export, they can do so without charging VAT. VAT would be paid by the importer to Ireland. Thus the double VAT situation is avoided on these cars.
