Tine limit for legal actions by beneficiaries

If an executor of an estate does not distribute the assets, is there a time limit on actions that can be taken to compel them to do so?

I read that there is a time limit of six years on actions by beneficiaries, but also that an executor is responsible for life.

What can be done if an executor just does not distribute assets?
