Chimney problems - looking for advice

Hi, I am currently having problems where smoke from fires in other rooms is coming down a chimney in a different room. There was problems with a previous builder that made the problem worse but I'm looking for advice on how to fix it without bricking up the fireplace. There is a chimney balloon installed but it is constantly deflating and isn't effective. Does anyone know of any other options instead of bricking up the front or cementing inside higher up?
The fire isn't lit there but I would like to keep that as a option for the future or, at the very least, not have a blank piece of wall with a mantlepiece surround. (The mantlepiece itself is a beautiful old marble one that is a original feature of the house).

    Thanks in advance!

Anything less than sorting the problem at source is a risk I wouldn't take.
