PUP - Self Employed & PAYE?

From 2019 I had a fairly straight split between money earned as part time PAYE and self employed (I started freelancing). I lost nearly all my self employed work on the back of COVID, but still had part time PAYE through last year but this looks to be ending this month.

When it comes to PUP payment, submitted separately the PAYE and self employed income would have me on the lower rate, but obviously they are the one combined income for me.

I'm right in saying you submit as a PAYE or self employed? What if you're both?
