tax, pension and living abroad

I am querying this for my older Aunt who lives abroad and has done so for over 40 years. She is receipt of a pension from Ireland and is has been on emergency tax for over 2 years. She has been trying to get some proper answers from Revenue but they have been giving her the run around.

She was told that she could not sent up a "My Enquiries" account as she is not resident in Ireland so therefore she cannot e-mail them she has to do it all over the phone. She had been asked by them to send in a letter from her accountant to say that she is not resident in Ireland and she has done this. she is paying over €70 on a small pension every couple of weeks (emergency tax). She did get a small rebate from them last year but they did not give her everything and they keep sending her correspondence telling her what a resident in Ireland consists of i.e. how many days she can spend in the country etc.

She is at her wits end as she has been ringing them/corresponding with them every few weeks and she just wants it sorted now.

Can anyone tell me what route she should take now - she said that she is going to ring them on Monday and ask to speak to a supervisor, but I have advised her that the majority of Revenue employees are working from home at the the moment.

Any advice would be greatly appreciated.

    thanks

Complete form IC2 and submit so she can be exempted from tax hopefully.
