Should drug addicts be moved outside of cities?

    This would be beneficial on 3 levels:
    1. It would certainly remove a high level of unpleasantness caused by their presence in cities.
    2. It would make cities safer
    3. If junkies lived in more rural areas, without access to drug dealers, they'd be able to kick the habit more effectively.
