Friend of mine is looking at this Mini PC to replace his laptop. He is an Engineering Student, but I don't think he is doing a lot of simulation work at the moment. Offer is available on Amazon.de here Mini PC.

Would it be possible to build something better for a similar price?

    Edit: some light CAD Use

Have a look at Intel NUC's. Latest gen have RTX 2060 in them!

Just bought a couple of mini-PCs of amazon.de over the last month including the Ryzen 5 3550H/Vega 8 version of the one you linked. I'd say its fine for light to moderate CAD use.

For a low cost option, I also picked up a refurb Fujitsu i5 mini-PC for €184 which I'm guessing would also be ok for light CAD work for a student on a budget. I'm using this as a dedicated PC for an old VR bike trainer and it is going well. It came with a German version of Windows installed so needed new language packs but works well.
