Would these hubcaps have to be removed for the NCT?

    According to the NCT, hubcaps must be removed unless the lug nuts are visible.

    Yes would have to come off, they are covering lug nuts.

    It's the hub cap, that's one piece it all pulls off.

    Are they the steel wheel nuts or are they plastic covers.
    If they are steel you can leave them on as the nut is visible

    The lug nuts in the picture are actual lug nuts, they’re actual metal and it clings when you tap the key off it.

    They appear to be protruding through an orifice in the hubcap.

    If they are steel wheel nuts and they are holding on the hubcap you can leave them on.
    The civic with steel rims and plastic hubcaps had that set up and you hadn’t to take them off.

    Stand corrected, they can stay on so, the nuts as said are holding the cover in.

    That's a deceptive photo but they are the real wheel nuts visable, so those hub caps can stay.
