Hi guys, on a 2 story house if say 2 rads upstairs and 2 downstairs are isolated (both valves on rads turned off for what ever reason) can the other rads be bled and the system balanced as usual.

Yes but will need doing again as you turn on the other rads.

If you're leaving them off permanently I presume so.

Just jumping in here with another question. Do you bleed air out when system is on or off or it doesn't matter?.
    Thanks

Off is easier for obvious reasons. Finding how air is getting into the system would be more productive.

Run the system first, let it get up to full temperature, then go around and check the radiators.
If the radiators are hot at the top they do not require venting (bleeding).
If they are not hot at all and valves are open then open the vent and as soon as you have water shut the vent screw, but it's not necessary to overtighten.
If after venting you still do not have heat there is a different issue and further venting will not resolve it.

If after that the radiator is still cold try this.
Make sure the valve you use to turn the rad on / off is fully open, the valve at the other end needs to be checked to ensure it is open. Carefully turn it fully open but count how many rotations as you will need to put it back where it was. Go around and shut all other rads off, run heating and monitor the rad for heat and listen for any gurgling sounds. If you hear noise it's an air lock clearing. Leave it run like that for a 5 - 10 minutes until fully hot then put the valve that you counted the rotations on back to where it was. If it was fully closed, leave it open one full rotation for now.
Re open the radiators that you want to use.
If that fails then there is something more
