Anyone know if a car can fail the NCT if the rear water jet does not spray water?

Is there a list anywhere that gives all the fail types

    No it doesn't.
You could remove the wiper arm completely if wanted.

    Front is a fail.

The rear wiper/washer is not a part of NCT test.

Google "NCT Manual 2018" and you will get a pdf with all the info.

Small bit of advice, just check the pipe to the rear washer isn't pumping water into the inside of the car.
