If you were previously insurably employed in a country covered by EU Regulations and you have paid at least one full-rate PRSI contribution in Ireland, you may combine your insurance record in that country with your Irish PRSI contributions to help you qualify for 'X' Benefit. You must be in insurable employment in Ireland currently and have paid your most recent PRSI contribution in Ireland.

A full rate PRSI contribution is Class A. There are sub classes within Class A depending on income. https://www.gov.ie/en/publication/ffa563-prsi-class-a-rates/#class-a-from-1-february-2020-all-income

It isn’t *solely* class A but that’s the majority. Effectively the opposite of ‘full rate’ is known as ‘modified rate’. The majority of ‘modified rate’ contributions are paid by public servants employed before 1995 (new entrants from 1 April 1995 pay class A)

Full rate isn’t a technical term AFAIK but is used in some areas to differentiate itself from modified rates
