Infrared Heater Experience

    I have external shed which I have converted into an office, was using a standard electric heater but performance was poor so was recommended to go infrared. I bought a Klarstein Hot Spot Wave Heater. Sorry can't post link.
    I am wondering if it is actually a infrared heater because maybe I have it wrong. First I didn't think the external part would get hot but it is red hot.
    The performance does seem to be better but should items in the room be warm?

    Maybe the information I got on how they work is wrong? Thanks
