Chrome Towel Rail - Leak Repair or Replace

I have a chrome towel rail, that developed a pinhole leak where one of the vertical tubes meets the horizontal.

I turned off the valves to the towel rail when the leak occurred (over a year ago!) and covered the leak with plumbers tape.

It is out of warranty, is it repairable or should it be replaced? And is there anything to consider since the towel rail has not been used over a year? Thinking rust etc. entering the system.

If its copper underneath it can be soldered but surface needs to be cleaned very well to allow it to stick.

    Bin it!
If the radiator has a leak from corrosion in one place, you can be sure it is corroding elsewhere and will leak again. Most towel radiators are chrome plated Steel, so soldering is really not an option.
