building a Crossbow?

Hello there, I was debating building a reproduction medical crossbow, following Tod's workshop designs. My question is, am I breaking the law if I build my own, and I don't have a restricted firearms license?

Yes, crossbows are classed as a restricted firearm and must be licenced through your local Chief Superintendent.
