Upstairs radiators won't bleed

Hi all, hoping you might be able to help me here. I have a plumber coming out for a separate issue next week but would like to get this sorted before then to heat the house up.

We have oil heating. 4 radiators downstairs, 4 upstairs (1st floor). The downstairs are all working perfectly and when I bleed them, I get water instantly. The upstairs radiators are heating to various extents. When I bleed them, I get a little bit of air, followed by nothing.
I'm assuming the system might need to be "topped up".

I don't want to start messing with levers and valves without any direction.

The hot water cylinder (is hat what it's called) is in the hot press, upstairs (1st floor).

1st picture is a close up of the top part of hot press
2nd is a close up of the bottom.

Could anyone advise what I should do woth those valves/levers? And how to leave them after.

    Thanks in advance

I'm not a plumber but I'll try help!
You're system like mine should have a little tank above your main water tank that tops itself up automatically .
There should be water in that.
    Are the lockshields open ?

    Thanks BrownFinger,
I'm not seeing a little tank above the main tank. Just pipes running into it and off it.

Whats the pressure in the system? Should be between 1-1.5bar when off. Might have to increase pressure

    Where would I find this?

Sorry missed the part where you said its oil boiler. If gas, it should be 1-1.5 bar, you can see it on the boiler. To increase the pressure theres usually a steel braided flexi hose with a ball valve in hot press. Open this for a few seconds to increase pressure.
But thats for gas, might be different for oil

OK. Update on the above. I appear to have successfully bled the radiators and they're all heating up fully.
Could someone confirm to me, what position should the all of the levers and taps pictured be left?

The tap in picture one is now turned fully clockwise.

The lever in picture two is verticle.
Not sure what position the tap in picture 2 is as I'm out but if someone could confirm for me how it should be that'd be great.

    Cheers

    Fully clockwise - closed.
Im not a plumber, but know basic stuff. Theres a chance there wont be cold or hot water in one or more taps somewhere in the house. Might be tap for water coming from the tank in the attic so no cold water.
Second pic - handle on the ballvalve pointing same direction as the flow - open.
This could be for heating, if its closed, then you are only heating water for taps in the sink/bath, but not for the radiators, so no heating. At least something like this is in my place, but i have gas boiler. All valves are open in my place
