are disabled drivers allowed to have Taxi licenses? I would imagine the answer is yes?

Why couldn't they? They may also be collecting or dropping off a disabled passenger, or elderly relative. The blue badge is specific to a person, not a vehicle.

"The parking card can be used by a disabled person in any vehicle in which he or she is travelling"

The placard is for the disabled person, not the car nor the driver. If it was part of a trip with such a pax that'd be allowed (as would the driver themself owning the placard).

    That is incorrect.
The driver could be the disabled person.

can a saloon car taxi get a disability badge for the window and park in a disability parking spot ?
Any particular reason for just asking about "saloon car" taxi?
The same regulations would apply to wheelchair taxis, private cars, commercial vehicles, etc.

"Saloon car" has no bearing. I drive a (private) saloon car and have a badge, you don't have to need a wheelchair to have a badge, though some days it would be easier get around in a chair than try to walk.

Because he thinks wheelchair accessible taxis can use disabled spaces, and these taxis are usually minivans/MPVs.

    As others have said,

1 The passenger has a disability badge and the taxi is hired to that person
2 The taxi driver themself has a disability badge ( note it doesn't allow them to stand for hire )
