VAT on items supplied as part of a job by a builder

    Before covid we had a written quote for a small job in our house.
    The quote included the supply of stove, all pipes etc and fitting. The quote was itemised , ie the stove etc was X euro and a separate price for fitting all the items. The total was written at the bottom, no mention of vat etc.

    Having recently had the job completed, we got the final bill. It was laid exactly the same etc and just the final price on the bottom.

    Since the listed items, like the stove and pipework are the same price as before, should the VAT reduction apply in this case or is the total bill just classes as part bog the service overall?

    2/3rds rule applies to VAT. Normally supply and install the charge to the customer is 13.5%, but if 2/3rds of the cost of the supply and install is actually the material supply price they have to charge you vat at the higher rate.

    How is this calculated. For example if one where to supply labor and materials. Say 12k for labor and say 7500 materials then what would the vat rate be
