I am looking at a house that has some decent sized outbuildings with water and electricity. Would running my business from them ( small workshop ) be feasible or would planning permission be needed?

Depends what the buildings were used for previously and what you intend to do there. Call your local council planning office and explain everything. They'll be able to give you a rough guide to what you need to do.
