Is conversion of garage exempt ?

    Permission was granted for a bungalow about 30 years ago.
    The owners got planning permission for 2 symmetrical extensions on either gable. Each extension was identical in area at 30m2.
    One extension consisted of garage, store and boiler house. The other consisted of bedroom accommodation.
    For whatever reason, the previous owner swapped the two extensions so that the garage section was not at the right gable, rather than the left.
    The property was sold to the current owners about 20 years ago.
    The new owners converted the garage section to bedrooms. Normally the conversion of a garage would be considered exempted development under Class 1 of the Regulations.
    However, I am wondering if this is the case, considering that the property was extended by 60m2 under a previous planning permission ?
    Opinions appreciated.

    What externally noticeable changes were made to during the conversion.
    IIRC, not exempt if you change the front/roof line/velux windows to front

    To benefit from the exemptions you have to allow for all previous extensions, those with planning and without so it could very well not be exempt in this case.

    The conversion will require PP on 2 counts. The max exempted limit is 40m2 which includes the areas of previously approved extensions ... in this case it was 60m2. So the "exemption allowance" has been used.

    Secondly the 2 extensions previously built were not built in accordance with the submitted plans so retention is required.

    Should be straight forward in getting the retention and permission for the conversion.

    Picture attached for clarity.
    The garage door was on the right and has been replaced with a full height window.
    The large single windows on the left was 2 windows on the planning drawing, before the mirror image was built.
    It's a strange scenario but I also think that because the floor area was increased by 60m2, then the conversion of the garage is no longer exempt.
    The current owner has also changed a window to a patio door in the middle section of the house. Another reason why retention would be required ?
