Maintain water level Lever

Hi folks, note on gas heater says to keep water level at 1.5, It was at this when I first moved in after the gas is on for half an hour. Now it stays at 1. I can't move the black lever whatsoever to get it back to 1.5. Any advice? Attached pics.
