Is it possible to have a PAYG sim ( vodafone or three ) and not top up but continue to buy international add on minutes ?
Or would I have to be topping up monthly to avail of the add on feature.

I'm with 48 mobile but a second sim for occasional 5 euro 100 international minutes would be nice to have.

    Not sure about 3.

Vodafone add ons can be bought at any time regardless of whether a plan is active or not.

There are other options like Viber out and Yolla where calls (international and local) are made over VOIP so you could use the data on the 48 SIM. The benefit over add ons is that the credit with yolla/Viber doesn't expire while VF/3 add ons expire after 28 days even if unused.

You'll need 4G or a strong 3G signal on the 48 SIM to ensure you're not talking over each other on VOIP calls.
