I planted buckwheat as a cover crop/ green manure in late October upon recommendation, it's roughly 2 inches high at the moment. Can I leave this overwinter for next spring?

I think that's usually what's done with green manure sowings. The growth helps to suppress weed germinations in the bed from Autumn through to Spring, then you dig it in, ( or cover it with a layer of cardboard and compost,if you are getting into "no-dig" gardening).
