    Can someone on a very low wage and in receipt of HAP apply for WFP?

    No it's not for me but for someone looking to move into the area.

    Be aware that they'll need to be on the local authority's social housing list before applying for HAP.

    They may also need to explain to the Local Authority why they are moving into an area i.e. what links they have with it.

    No they would have no real links to the local area, more a desperate need to leave another area (drugs, shootings, stabbings). Seem like a nice hard working family that just can't afford rent, even with HAP.

    Bear in mind - warn them - that if they're already on the other local authority's housing list then they may have difficulty being added to their desired area's list.
