Try this fella https://www.bleepingcomputer.com/download/rkill/ It's very good, it gives you a chance to run a scan.

I tricked around for years from XP upwards and the best solution is a clean install.
Every computer I own has windows in its own partition and all docs, photos music etc in a separate partition.
