Car Park Planning

    Hi

    not sure if this is the correct place to ask.

    I would like to apply for planning permission to use my field of 2 acres as a car park.

    It is just down the road from our business so make a great overflow car park.

    It already has two entrances so I just want to remove the grass from half of it and put down stones.

    I need to submit planning to fingal country council, would I be able to submit this request myself given the basic construction of the car park.

    Would they expect very detailed drawings?

    There could be a lot of pitfalls here. The planners could be very wary. The issue isn’t the construction, it’s the change of use and the zoning. The position of entrances could also be an issue since they will be used much more frequently and my people unfamiliar with the road if the field is turned into a car park.


    I would suggest you get the advice of a planning consultant before you make an application. It is an extra expense but it might make things run more smoothly.

    There are two other similar businesses with the same setup on the road, car park on the opposite side of the road and down a bit from the main business.

    How much would a consultant cost? I would like to do this myself to minimise the cost.

    I'd skip the planning consultant and get an engineer. You'll definitely need one as I'd expect you'd need to produce a report on the amount of traffic, information on traffic sighlines, turning circles, wheelchair and electric parking spaces, street lighting, signage and also a SUDS calculation. If the engineer considers it a high risk of refusal application or has other potential problems you can get a planning consultant then but you shouldn't need one if the road already has precedent.

    Sounds like a lot of potential issues, however, if I were to submit the application, would I have to address them before submitting or would Fingal revert and then I would have to advise?

    Yes. Very detailed drawings.
    Lighting.
    Drainage.
    Oil spills.
    Petrol spills.
    Access for fire fighting.
    Water supply.

    Talk to the planners before you do anything.

    Op is this just temporary construction car parking? ie if you left it gravel, you may be able to reduce some of the above list

    It will be gravel so if after 12 months the car park is not being used as expected, we can return to grass.

    It will be used every Saturday from March to September.

    That’s quite a specific use then. Is it for anything in particular?
    Schools, matches etc?

    The planners may allow temporary use?

    Its for overflow for a restaurant for the summer months

    Do you already have a gateway access ?
    Do you technically need planning if it's free parking , ?
    ( Not my area ,I just remember a guy in Dublin ,in a dispute with DCC , who wanted to use a site he owned for parking , he couldn't if he was charging , but dcc struggled to stop him offering it for free ,
