I have a dell laptop model 1750 on case it says power input
    is 19.5 volt 3.4 amps/4.6 amps

I have a dell power supply it says output 19.5 volts
    6.4 amps
The power Connector is the right size
On both units it has polarity symbol is the same
    Solid line on top
    Broken line on the bottom
Is it safe to use this power supply on
    the laptop
    Will the excess ampage damage
the laptop battery in the long term
Eg shorter battery life than normal. I have not used the laptop for 14 months I don't know if its still working
    normally

As long as the voltage is the same the laptop will only draw the amps it needs. So as long as the amp rating on the charger is the same or higher (which it seems to be from the info you posted) you should be fine.
