Actuator on Underfloor Heating System

On my Underfloor Heating System a small number of the pins on the actuators don't rise, while some don't rise fully.

Does this mean that these zones are not operating or not working to full efficiency?

Any tips to see if i can resolve myself? Can i take off the actuator and use wd40 or something to assist the pins rise? Or is it simply a case of replacing the actuator unit.

    Thanks.
