Is there any centralised location where these are advertised or do you literally have to have the good fortune to log on to the right website of the right organisation at the right time?…

I've been thinking about applying for any relevant secondments that come up in my area - mainly languages but possibly some other areas.

Is there any centralised location where these are advertised or do you literally have to have the good fortune to log on to the right website of the right organisation at the right time? Also, is there anything to be said for contacting organisations/agencies directly and expressing an informal interest?
