Hello. What is the correct type of implement to use in order to cut through a wire type of bicycle lock?

What type lock ? Many are really weak. In that standing on the wire by the lock and thugginh the other end is often enough

For a U lock a car Jack works best.

It's the thinner type constructed from wire strands, about 1/4 inch in thickness. It's wound quite tightly around a bike rack. The problem is that the lock mechanism is broken so I can't insert the key. I think a hacksaw ought to do it alright. There are different types and brands. Any suggestions in that regard??
    Thank you.

Did it once with a bold cutter

Bolt croppers are probably fastest, but if this is a one-off use of a tool then a simple junior hacksaw will probably do it.
