Broadband wiring to face plate

Hoping more knowledgeable people on here can help. We're renovating a house at the moment and as part of this we are putting in Cat 6 cables. Electrician is saying that he won't terminate these (either to wall faceplate or other end) as it is a specialist job. A few of my friends have renovated houses have had their electrician do this as part of work.

Contract states wire only which I thought meant it would go from faceplate to broadband hub and would include attaching and putting the ends on. (They have wire only on the TV wiring too & I know that is straightforward).

Should this be standard or is it very hard to do?
