Getting connected when previous house owner declined connection!

My brother recently moved home within Cork City. He has now discovered that the previous occupant had no landline so there is no fibre line running into house

If he is to get ASDL/Fibre it obviously would mean that he'll have to be connected from nearest point in neighbourhood & presumably will have to pay for this.

Going onto all the providers sites once you enter his eircode it simply says they can't connect him
Trying 3G/4G he's only getting 10Mb at best so lots of buffering if he tries to stream

Wondering if anyone can advise how to get a connection if house not previously connected.

    Thanks
