For mixing slurry in an outdoor tank with good access points are you better off with a pump or propeller agitator?

Without a doubt propeller. A pump will break up the crust but a propeller will will be better at chopping any growth you have on top of a lagoon.

Thick crust with weeds and small tress growing in it you need the propeller to get any movement. A pump will do after that. I prefer the propeller from a safety point of view, with a pump in a outdoor tank, you are standing in over the slurry to make any move and can be there for hours in a bad tank.
