Iv 20 acres of land, near a bog, and the rock / gravel is only about 2-3 3 ft from the surface, on average.

would this mean its not suited for forestry?

Could be suitable, what county is it in? What is it currently being used for?

If you put in an application to plant it you'll find out soon enough, or ask one of the forestry companies eg Greenbelt to look at it. Teagasc have forestry advisors too.
