NCT retest due by 10th OCT, just booked in next available date 30th Sept, had to book before 21 days so took this date, now if it fails again can i book in again for a second retest before 10th Oct even though the 21 days is up?

No, all retests can only booked within that 21 day window to be completed within 30 days of initial test.
    Retests & Re-checks

All re-tests must be booked within 21 days of the initial test and completed within 30 days. Re-tests which do not require the use of a test lane, will be free of charge otherwise the re-test fee is €28.00. Free re-tests will cover minor visual items for example, replacement of windscreen wiper and registration plates.

If a re-test is not completed within 30 days of the initial test the full test must be repeated and will be charged accordingly.

Vehicles which require a re-check due to minor defects can be presented at any time for re-inspection. There is no fee for a re-check.

That doesn't make any sense to the OP's case, they're talking about a second retest. Contact the NCT centre, presumably the same time limits revert to the last retest.

Can you get a 2nd retest or do you have to do a full test again if you fail the retest?

You can do as many retests as you like once booked within 21 days of the original test being carried out, if you don't pass within 30 days of orginal test it's a full retest.

Send someone else. Don't forget to give them the VLC, which I've never been asked for, and their PP or DL.

when your over the 30 days and have to do full test again does the tester know what it failed on last time?, if so is the failed items added to the new list, if the new tester doesn't know what it failed on last time he might not pick up on what the last tester seen last time, unless you get the same tester of course.

No passport (GDPR issues, google it), use a driving licence.

You can ring up to the 30 th day and stand a good chance of getting a date, I've done it. 21 day was irrelevant on my occasion.
