Is a EGR valve supposed to rattle?

Hi, engine code up egr valve., astra g , changed many over the years in this one, so purchased new one opened it and noticed it rattled, put it on car egr code came up again, seller said they are supposed to rattle as code came up again he would send out another one , opened box this rattleds too, don’t even remember them…
