Having upgraded my budget build from 8gb 2400mhz ram to 16gb 3000mhz, and awaiting delivery of 1660 super to upgrade from 1050ti.

Would a ryzen 5 1500x bottleneck the above? Would it be worth upgrading to a 2600 or 3600?

Probably not, especially not at lower refresh rates.

When you get the parts use a system monitor tool to check cpu and gpu usage. If the GPU is not close to 100% while gaming then it's being bottle-necked.

Caveat being unless you have frame rate capped to monitor refresh.
