Tablet for noting PDFs

Hey, Looking for a basic affordable tablet that will be used for reading and noting on PDFs. So it'll need a pen/stylus thing also. Ipad with apple pencil is the obvious one, but hoping I can get some entry level thing that's a lot cheaper. Thanks.

Hey,

Looking for a basic affordable tablet that will be used for reading and noting on PDFs. So it'll need a pen/stylus thing also.
