Advice regarding council and property

Hi looking for some advice regarding damages to my wall, paving and pillar while DCC carried out work.

I was out of the country when work commenced with footpath repairs late February and on my return my pillar was shafted from vibrations and my gates no longer close due to the alignment change.

Cement is on my paving stones and a crack in outer the wall is also visible.

After multiple complaints to council an inspector came out and advised I complete a claim form. This was returned with photos to DCC Road maintenance division.

Months passed until I heard further (due to Covid restrictions) and an independent assessor came to view and report. I managed to get a local builder to provide an estimate of damage costs.
On Providing an estimate to the assessor i was then waiting until yesterday to hear back. The Builders quote has more or less been approved.

Forgive me if this doesn't make sense but on the builders estimate one of his points was that he quoted for my paving to be cleaned to satisfaction and if the cement doesn't come off then paving should be replaced but never put a price in replacing the paving in the costs. Should this mistake be up to the builder now to replace the paving if he cannot clean it or due to the fact DCC messed up in the first place should I not accept the figure they provided.

(Im more concerned about the paving now as I have some in my back garden that I was adding to last month but it is no longer available in the same type of brick)

Im stressed to bits about any work getting started as my pillar that needs replacing is attached to my neighbours one and theirs was built by their late father. Its just a BIG Mess.

Please advise if you can make sense
    Many thanks
