Fingal Council investigating my tenant

    We have an excellent tenant renting our property in Dublin for years now. He does all his own repairs and maintenance, never asks us for anything and always pays the rent in full and on time.
    However in recent years a problem has arisen as he and his wife have fallen out with the direct next door neighbours (the properties are adjoining).
    Our tenant is a car mechanic working in a different part of Dublin, but he also fixes cars in his front driveway and garden.
    The next door neighbour has lodged a formal complaint about our tenant to Fingal council and they have sent both him and us a letter saying that they are investigating for 'carrying on a trade or business without planning permission' at the house.
    A fine of up to 12,000 euro and court was mentioned in the letter.
    My question is:
    Can we as the landlords be fined this or will it be himself the tenant who is fined (if it goes that far)
