So I bought a car from an English auction house using an agent. The car has no V5 so I asked the agent to apply for one which he did(eventually). The problem is due to Covid the DVLA are working from home and have a large backlog. My 30 days are up at the end of next week and while I have booked an appointment I have no V5. I am happy to pay the tax and don't want to be fined. Any advice?

Did you use a UK address?

You won't be able to register in Ireland without the V5 I'm afraid. You'll have pay the overdue penalty as and when you are in a position to do the VRT. You should be eligible for a refund if you can prove that the delays weren't your fault.

I was driving on UK plates for c. 7 weeks earlier in the year. Stopped by the Revenue once after my 30 days were up. They were satisfied once I could show that I had booked a VRT appointment, insurance was in my name etc. They will be well aware of Covid delays with the V5.

I never got around to applying, for shame! It was around the time of the lockdown and other things were on my mind!

The lady in the VRT office reckoned I should get it back. I had well documented delays with the DVLA office that were posting it to my friend's UK address.

I’m also waiting on a logbook for a car I bought at auction. I’m having the car stored in the UK for free until the logbook arrives, that way I won’t pay any late fees. I’m waiting a month for it now and still no sign of it but there are delays as you say

I wonder has anyone on here been successful in appealing the fine, due to the DVLA covid delays and getting a refund (or any similar reason)?

Unfortunately, my agent hasn't helped me here, he felt that the V5 would be there even though I asked him to check and only applied after he delivered the car, which was a number of weeks after the hammer fell. Unique situation for me where I want to pay a tax but can't.

Its worth a try but I couldn’t see Revenue refunding the late fees. How do you even prove that you were waiting on a logbook? Generally they only refund when something is their fault, eg. Over valuing a car

You will get the fine back if you can prove it wasn't your fault, I had an issue where the dealer mistakenly sent off the majority of my V5, and I had to wait for a certificate of permanent export from the DVLA to be able to register the car here. I paid the fine and contacted my local VRT office explaining what had happened, and I got the fine back.

I was given this assurance as well in the VRT office.

I think I had proof of my original booking(where I had been told I had the incorrect part of the V5), and an email from the DVLA stating that my cert was being processed. They were grand about it.

So it looks like I won't have the V5 on time for my appointment. Should I email someone to outline my case in advance. I want to make the best case, I am unsure of what records my agent has of proof he applied on time. I guess I just miss the appointment as I don't think there is any point in turning up!

From my experience with the Irish revenue service regards VRT they don't care regards the circumstances if you don't have the V5 you will not be able to register the car.

I imported a car for my father last year (I am UK based) car bought from dealer branch which originated from another franchise who had the V5. They said they would send it off despite the fact I specifically said prior to purchase the car was for export and as it transpired the V5 wasn't at the branch that I picked the car up from. Expected it to take a week or two to return from the DVLA. No sign so i rang them up and they said they hadn't received it. Filled out the V62 form for a V5 took about 2weeks + 25gbp (you need a UK address for this however).Incurred a 6week delay in total. There is additional delays now due to covid with the DVLA.

When the car was presented at revenue you have to pay the fine and then appeal. Didn't matter regards the circumstances.

I also bought a car direct from a lease company for a friend. Lease company hold the V5 but they were very efficient I had the V5 slip 3 days later and the full V5 about 10days later. Posted the V5 to my mate and he also had to pay a late fine when the car was presented.

There was also the issue in that it was very difficult to book an appointment within the week or the vehicles arrival again a delay and fine.
