New Apartment - Exceptional Needs Payment

    hey guys
    so i have just moved into a new apartment which is unfurnished with Dublin City Council , i was told to get an Exceptional Needs Form for Appliances , Furniture , Flooring etc and was giving two quotes for Bargaintown/DID Electrical to go with my application.
    my question is i know i will get a cheque for these items but i am curious to know if i have to spend the money specifically in Bargaintown/Did Electrical or am i free to spend it anywhere?
