Broken Tube - Costly Repair?

    Looking at buying a house that has solar panels. What looks like a circular tube is broken. Any idea of the cost of repair or where to go to ask?

    If you know any plumbers they would be your first port of call, system prob doesn't have any fluid in it at all either.
