Can anyone confirm if there are quarantine restrictions in place for someone travelling from Ireland to Latvia? Would the person have to isolate in Latvia before coming back to Ireland ?

Latvia banned all direct flights from/to high infected countries, including Ireland.
So the only way to get there is to fly either from UK (subject to review on Friday) or via neighbours countires like Lithuania or Estonia.

    Latvia
All travellers, including citizens and permanent residents of Latvia, who have arrived from countries in which the 14-day cumulative number of COVID-19 cases has exceeded 16 individuals per 100,000, must self-isolate for a 14-day period upon arrival in Latvia. Upon arrival, a registration form should be fulfilled.

They are reporting as of this week that Ireland has 31.1 cases per 100,000.

You will quarantine in Lithuania, I think you also have to have a Negative test in within the 3 days prior to arriving.
All citizens of the European Economic Area, the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland (EEA) and persons lawfully residing in these countries will be allowed entry to Lithuania, but those arriving from countries, where the incidence rate of COVID-19 infection exceeds 16 cases per 100 000 population, will have to self-isolate for 14 days.

Foreigners arriving in the Republic of Lithuania from the affected countries (where COVID-19 infection reaches 25 cases per 100 thousand population) will be required to have a negative result of a coronavirus infection test taken within the last three days. They will also have to follow the requirements established by the State Commander of National Emergency Operations.

    You will quarantine in Lithuania

Sorry I should have been more clear. If I wanted to travel to Lithuania/Estonia would there be any quarantine restrictions in place?
