Water Tank Damaged

    I'm renting a property and the top lid of the water tank looks like it's been pried open. This tank has an immersion heater in it, would the heat escape from the tank? The electricity bills have been pretty high and this is the only thing I can think of. I would like my landlord to fix it but I know nothing about water tanks and would like them to do a proper job. What's the standard for water tanks? Should there be a layer of insulation covering the lid or is sealing it enough? Thanks!

    That's not the hot water tank so that's not the reason your bills are high.
